    By only interviewing high end jewelry store owners, this video seems to be implying that our first concern for harm is about theft and not human injury. Disappointed.

    I approached many diverse business owners downtown hoping to secure an interview on the gun issue, and these particular store owners featured in the video were the only people willing to go on camera and talk about the subject. I am concerned primarily for human injury but theft also. It’s remains a very touchy subject and I feel will remain in the forefront for months to come. Thanks for your comments.

    Hello Julie. I just watched your interview with the three I.C. business owners and thought I might make a comment.
    At the intro to your video, you stated that you were going go downtown and speak with business owners about Iowa’s new gun law that allows people to openly carry weapons.
    Admirable.
    However, in your opening question with each of the interviewees, you refered to the law as a “new open carry law”.
    I would just like to point out what exactly changed with the new law in regards to open carry.
    Before I do though, you should know that prior to Jan 1, 2011 each sheriff in each county was allowed to approve or deny a permit to carry weapons based simply on his own opinion or “feeling”. If the sheriff didn’t approve of your political views, he could deny you a permit. If he didn’t like the fact that you were a Cyclone fan, he could deny you a permit. Some sheriffs would hand out permits freely, some would hand out permits to only his close friends or relatives and some sheriffs would not issue to anyone at all. So essentially you had 99 different sheriffs/counties with 99 different views of who should be allowed a permit.
    The main reason for the change in the law was to no longer allow sheriffs to discriminate. If an applicant met the requirements set forth by the State AND passed an FBI criminal background check, they would be issued a permit.
    Previously, if a sheriff denied a citizen a permit, that was it. The sheriff did not need to explain why the applicant was denied and the applicant could not appeal. Not really fair, Don’t you think? It should be noted that currently the sheriff may still deny anyone a permit however he now must give a reason and the applicant may appeal his decision infront of a Judge who would make the final ruling.
    As far as open carry, nothing has changed under the new law. Iowa has allowed open carry for decades. Its main purpose was for hunters, more specifically, trappers who would use a handgun to quickly and humanely put down the animals they trapped if they weren’t immeadiately killed by the trap itself. Though Iowa did not limit open carry to only trappers. So you see, anyone with a permit could openly carry if they chose unless the issuing sheriff specifically restricted the permit to concealed carry. Some sheriffs did just this, some did not. My permit, issued by the Johnson County sheriff, was not/is not restricted to concealed carry.
    Have you ever seen someone openly carrying a firearm before this new law was enacted? Some permit holders could, if they chose. But you see, people who carry a firearm for self defense know that by carrying openly, you have already put yourself at a disadvantage. So really open carry was self regulated. The self regulation seems to have worked really well since you didn’t ever see openly carried firearms.
    It should be obvious to see now that people all around you may have been carrying a concealed firearm for years and you have never known. No one is ever shot due to road rage or a parking space and blood doesn’t run in the streets.
    There is one way you may be able to tell if a permit holder is carrying a concealed weapon. When talking with them you might feel they are one of the nicest people you have ever met. They would never want to hurt or frighten another person by choosing to carry a weapon but merely have the means to defend their life or possibly, heaven forbid, the lives of their wife and daughter whom they love very much.
    I would have a very dificult time denying any human being that right.

    Hi Mike,
    You’re right, I should have phrased my opening question differently, I realized that after viewing the tape myself. Yes, I do understand the particulars of the new bill, and I also interviewed Sheriff Pulkrabek on the issue which aired on 18 a couple of weeks ago. That said, I am still very concerned about the ramifications of the new bill and I am opposed to the new legislation. I think what the bill has brought to light is the large numbers of people that are carrying concealed and more now since the bill passed. I don’t think the Sheriff would refuse a permit because you are a Cyclone fan, but because he had real concerns about your character, even if you have no criminal record. I also didn’t know that people could open carry before this bill passed, although I have never seen someone with a weapon openly displayed, and I hope I never do.
    You do have an opportunity to voice your thoughts about the legislation because another producer at PATV is trying to put together a program about the controversy, and wants voices to be heard, both pro and con.
